Special Needs Assistance Program (SNAP)

The Special Needs Assistance Program (SNAP) is a Federal Home Loan Bank of Dallas (FHLB) grant program serviced by local banks (in this case: First State Bank of Warren) and implemented by a local non-profit intermediary (in this case: Bradley County Chamber of Commerce) to provide a maximum of $10,000 subsidy per household for eligible home repairs.

Applicants must meet strict eligibility requirements, which are to be over 55 or have a disability, and to be considered low-to-moderate income. Applicants should reside in Bradley County. FHLB provides a table of income limitations based on number of household residents which we use to determine income limitation eligibility.  Proof of income is required, and type of proof is different based on type of income.  Proof of disability or age is required.   

We require two forms of identification and a copy of the deed to your property (in same name as applicant).  When you call for your appointment (870-226-5225), we will determine what we need for proof of income.

As with any government program, there is paperwork and multiple requirements to fulfill!

Eligible repairs:

Accessibility and Aging in Place

• Bathroom modifications – Walk in/roll in showers, grab bars, ADA toilets

• Widening doorways

• Wheelchair ramp and/or zero step entries

• Interior/exterior handrails

• Repair/replace exterior steps

Energy Conservation & Sustainability

• Roofing, gutters, downspouts

• Soffit and Fascia

• Windows (energy efficient only)

• Exterior Doors (energy efficient only)

• Electrical Repairs

• Weather stripping, attic and wall insulation

• Repair/replace HVAC

• Repair/replace septic system

• Repair/replace water heater

• Repair/replace furnace

Once we have reached 6 applicants, we will take no further applications. Applications will be processed on a first-come first-served basis beginning October 2nd, 2023.  The grant program has limited funds, so we cannot guarantee that your application will be fully processed.
